Trico Homes put the Damkar Seniors-oriented Residential Project on hold in the Fall of 2021 due to delays in Rocky View County’s growth strategy and policy development for the Bearspaw community (Bearspaw ASP and the Municipal Development Plan). Since then, Trico has reconsidered how the project could both honour the vision and legacy of the Damkar family and build upon the community vision for Watermark and the wider Bearspaw community.

Trico LivingWellTM was established by Trico to empower aging populations to embrace independence and active living in comfort and with confidence. We are managers, operators and builders of senior’s projects, and our research shows that by downscaling the supportive living component of the Damkar project, it creates long term operational challenges related to staffing and services. With less residents, the project is less economical. However, Trico remains committed to developing a community that allows seniors to live independently in a low maintenance, downscaled housing environment located close to family and friends.

Trico Homes are developing alternative site concepts with villa-style arrangements that offer single and semi-detached housing options for seniors aged 55 years and older. These concepts will be accompanied by landscape and servicing studies to best integrate the project into the current Watermark and Bearspaw fabric by reflecting existing built quality and aesthetics. Amenities will be emphasized through connective pathways and landscaping that respect land contours and street furniture that reflects Watermark’s character.

Trico will present revised draft concepts for community consideration and input in a future in-person engagement session. Please continue to visit the website for updated project information.

Trico Homes hosted two rounds of public engagement for its Damkar Seniors-Oriented Residential Project. The first round of engagement included an in-person open house on July 22, 2021, and an online information package and survey that was live from July 22 – August 5, 2021. A second round of engagement was held from September 21 – October 5, 2021, which included an online information package and survey.

Thank you to the community for getting involved. About 70 people attended the open house and 60 survey responses were submitted over both rounds of engagement, all of which are summarized into a What We Heard report.

The originally scheduled in-person, public open house for the Damkar Seniors-oriented Residential Project on September 21, 2021 is cancelled due the provincial State of Emergency caused by COVID-19.

Online Engagement Opportunity

Although the in-person event is cancelled, you are invited to get involved online.

Starting September 21, you are invited to review the project information package (dated September 21) and complete an online survey to share your feedback. The survey is open until October 5, 2021.

Please note, the information shared online will be a replication of the content shared at the July 22, 2021 open house, therefore no new information will be shared. The purpose of this engagement is to provide an additional opportunity for the community to learn about the project and provide input if they were unable to do so in July.

The results of the online survey will be summarized and shared publicly in an engagement report. The forthcoming report will also contain findings from the July 2021 engagement program.

Trico Homes submitted a renewed Conceptual Scheme Amendment and Land Use Redesignation application to Rocky View County on Friday, June 25, 2021, for its Seniors-oriented Residential Project. This is a new and distinct application submission from the previous submission made in 2020. More information about the new application can be found below.

An in-person open house will be held on Thursday July 22, 2021, at the Lynx Ridge Golf Course to share information about the new project vision. Opportunities to get involved online will also be made available. Further details about ways to get involved are shared below.

NEW APPLICATION SUBMISSION

On May 18, 2021, Trico Homes went before Rocky View County Council for a public hearing for the Land Use Redesignation and Conceptual Scheme Amendment applications for its Damkar Seniors-oriented Residential Project. Although the previous application responded to public input, RVC Council voted to reject it.

Prior to the public hearing, Trico hosted a comprehensive public engagement campaign throughout 2020 which included two virtual engagement sessions, one in-person open house, and input gathered from 156 feedback forms, numerous email comments and more than five stakeholder meetings. Input gathered from public engagement helped shape the final conceptual scheme shared at RVC Council on May 18. Over the course of the public engagement program and application process, the following changes were made to the initial conceptual scheme:

  • The total residential units were decreased from 497 units to 350 units
  • The maximum building height was reduced six storeys, to four, with the western-most buildings as low as two to three storeys
  • A commitment to include a traffic signal on 12 Mile Coulee Road

Following the public hearing, Trico reconfigured its Conceptual Scheme and submitted a new application on Friday, June 25, 2021. The new application entails:

  • A multi-storey seniors-oriented building within the eastern portion of the site designed to accommodate up to 160 senior’s living units. The building will feature surrounding landscaped areas, water features, paved pathways, and street furniture to encourage outdoor activities and enhance social interaction. Similarly, amenities will be provided within the building to provide support services to the residents living on-site.
  • A series of up to 38 villa-style duplexes attractively designed to leverage the slopes in the western portion of the site to provide spectacular view to the Bow River Valley to the west and provide an appropriate interface with the existing residential developments located immediately north and west of the Plan area.

Trico Homes hosted an in-person open house on November 12, 2020, and an extended online public engagement program from November 12 – 26, 2020, for its Damkar Seniors-Oriented Residential Project.

The purpose of the open house and online engagement program was to share updated information about the project including changes to design, and listen to and respond to questions and comments from the community.

Thank you to the community for getting involved. In total, 43 people attended the open house, three people attended coffee chats, and we received 32 survey responses, all of which are summarized into the What We Heard report (linked below).

Next Steps

The project team submitted a Conceptual Scheme Amendment, Land Use Amendment and Bearspaw Area Structure Plan amendment in May 2020 and are currently in review as per the Rocky View County process. The public hearing process is anticipated to begin in the winter of 2021.

Trico Homes is applying for a Conceptual Scheme amendment, Land Use Redesignation and a minor Area Structure Plan amendment to accommodate a seniors-oriented residential community, in alignment with the Damkar family’s vision.
